This is a short history of optical NMR and RFR from my personal archives of the late nineties.  The IFE to RFR is as bulk magnetization to NMR, i.e. IFE to RFR should be a great advance in technology. My RFR theory was also derived by Harris and Tinoco at Berkeley (ref. 23 of the attached bibliography. J. Phys. Chem., 101(11), 9289 (1994)). Since then it has been reviewed as in the material on the Omnia Opera Section . A type of RFR was first observed by Barrett in 1982, (J. Chem. Soc. Chem. Comm.) using inverse Raman scattering, and in this summary all conditions for a simple RFR experiment are given. RFR can be understood starightforwardly and the prototype RFR experiment is simple. From late nineties to present optical NMR has been greatly developed, for example at the Naval Research Laboratory in Washington, D.C. I first proposed it at Cornell in the late eighties and all my source papers on optical NMR are on the Omnia Opera section of ww.aias.us. This is probably part of the reason why B(3) has been nominated for a Nobel Prize. RFR if developed would be a strong candidate for an experimental Nobel Prize, even the demonstration of one RFR line in an electron beam. Many of the NRL papers on optical NMR as referenced in the book by Crowell and myself on the Omnia Opera section.
